With that V2 Rocket and that heraldic eagle, I would say it is German or Polish.
Testing of the V2 rocket was moved to Blizna, southern Poland after Peenemunde was bombed by the RAF.

The manufacture of the medal may be post WW2, because during the war years, the V2 Rocket testing program was highly secret.

The 'WAT' is of the Latin alphabet, not the Cyrillic (Russian) alphabet.

That is clearly the Polish Eagle Crest.

WAT may stand for Wojskowa Akademia Technizina (Military University of Technology).

That eagle crest is of a design influenced by Soviet Russia. The eagle was crowned on earlier crests, but the crown was removed for ideological reasons by the Soviets, when Polish units were formed in the Soviet army during the later part of WW2.

I suggest the medal is Polish during the communist bloc era.
