The reason for its production is obvious, although I can't find any info on production.

Is there a reason you think it is silver?

The way the token is toned, it appears to be silver.

It is not a token.
It has no face value.
It is a souvenir medallion.
Broaden your search to include more than tokens.
"Dipping" is not considered cleaning...
