No, it is just stained. The lines have worn away on the high points of Monticello, you would expect that from a stain. A coin struck through cloth will have a significant portion of the design obscured.

I lightly looked into it and saw some yellow 2001'p so would this have happened at the mint ? Or a school experiment type situation ?

These are often noticed on coin that has lost their original luster. No premium for these. But sometimes knowing what it is in nice to know.
