It looks as the err does not go over the rim and it goes from the lower left obverse rim to the lib in liberty

Looks like a lamination error to me.

I agree it looks like a lamination issue with the planchet. They tend to run in a straight lines which this coin shows. On cents they are more easily seen:

Often seen on the silver War Nickels:

But also seen on the copper/nickel planchets like your coin.
