to CCF. Afraid not. It looks like Die Deterioration to me. The die that struck it was over-used. Better luck on the next one.

It is Die Deterioration as mentioned. You can see it on the right sides of the date, left side of LIBERTY and sometimes on the tops of the motto:
Wanted-To-Know-If-A-Penny-I-Came-Across-Is-A-Double-Die
It is just a way the die is showing its age and time for near retirement of the dies.
