If it is silver, the it is a 1961. If it is clad, then it is a 1967.

This looks like environmental damage. I'm leaning toward 1967, in which case it would be copper. Can you post a picture of the edge or weigh it so we can determine the composition?

I vote for the 1967 too, mainly because of the way it is corroded, Silver tarnishes.
