This is a 1999 Georgia looking like a DDR!!! The letters are stamped in to the coin as to up of the coin so is it a DDR or just Stamp Doubling? Nice Find got it to day at the store.
This is what I call Machine damage to the devices after the strike. Note how as mentioned already the devices are altered by die movement after the strike. Note the 'O'? The moving die altered that device. The overall size of the device is normal, but the altered area reduces the device making it appear as doubled, but this is a machine striking alteration. Not a doubled die. A doubled die had the wider devices on the die because of a mis-hubbing during the creation of the die leaving a doubled set of images. On your coin it is from a normal die and the coin was altered after the strike by die bounce/hop/movement creating this issue on your coin. Here is a side by side to help you appreciate the differences: Here is the full image of the MD example: Note how the Machine Doubling shows on the three devices unequally. The devices are altered by a machine damaging them.
On a hub doubled die, the doubling is on the die and each coin struck with that die it will look the same: Note how more uniform the doubling is on each device. Those are the ones I prefer. That make you see double when you look at them. Welcome to the site. Hope this helps.
