Did you notice the "E" in the 2nd photo which appears to have the top bar of the "E" impressed just below?
You can also see just the tip of the "I" next to it.
Is this caused by MD?

It is Machine Doubling on incuse devices. The letters on the ATB Quarters are raised on the die. So either before/after the strike the Machine damage happened. If left two set of letters on the affected devices. Not a doubled die. Happens a lot on the ATB Quarters with the incuse devices.

On the motto, that is Die Deterioration. The dies devices are flowing towards the nearest rim. So there are actually two issues with your coin, but neither is worth a premium.
