This mint mark JDLR (just doesn't look right) am I seeing a bogey?

It can't be a RPM. That ended in 1990.

That is Die Deterioration. Note it is on the side of the device that is closest to the rim. Because if is small size, than the date, it was affected faster.

Die slap maybe, look at 0's inside upper has that effect, matches rotational direction, left to right as per pic?

Only the "P" is affected like that, all else except for the slight lines in the 0's looks normal...
