The top one looks like a big honkin' die crack/break. Are you sure its a lamination issue?

It is a lamination. The usually flow in a straight line. (die cracks are raised, this is not) But the coin has been previously over cleaned and probably reduced any value for premium your coin. But it is still a Wheat cent.
