It could be a very small strike through error, but could have just taken a hit in that area.
There is another small area to the lower right of that, could have been some debris that got struck though there. Either way, it's not a die issue.

The mark on the one is incuse, so I feel it had contact on that digit. On the reverse NE of the 'T' on CENT, their is some grease on the field near the rim. This is often clear and you can see it, but often not think of that on a coin. This one is dark, When you take a toothpick to this it easily come off. Often it look like this example:

Note on the right after a toothpick was used, it was easily moved.
