What you are seeing is called Die Deterioration Doubling. It is caused from over using dies, or die wear. It is not considered an error or variety and there is no premium for it. Just a common one cent coin.
Yes, not this time but maybe the next. There are many 1989 DDs out there so keep at it. For me the 9s give it away (especially the first one). Good luck on the hunt!
