That metal rim is just the result of impact displacement.

We see a lot of these here and sometimes I think that cents were used as cheap test pieces in machine shops. Most likely though -- it's just that people do weird stuff to coins.

is this still possible even though it is the size if a needle point? Do they make drills that small?

As I said above I believe the small hole is from a center punch. which is used to mark the hole and guide the drill bit. And yes they make drill bit even as small as a tiny needle

I have a set of drill bits for making LP and Nat gas orifices, the are so small, you can't even see the cutting edge on them.

I don't think they were drilled, you can see damage on the opposite side of the coin, so they were most likely punched in.
