I find the "fish scales" are tough to grade because their small dies don't exactly resolve the same details whereby one usually grades these coins. I would prefer see the coin-in hand under a light source and loupe to say for sure, but I'll give it a guess: F15-VF20. This is the "small 8" variety--the more common of the two for 1908.

Now that I have a little time, I'm going to elaborate on my grade
In VG, the crown band would be completely worn off, there would be no detail on the ear, and the collar area generally has little detail left. Here's a solid VG.

Since it's hard to tell whether the flattened leaves on the reverse are due to strike or wear, I'm going to say F-15 due to ear detail on the obverse. And here's an F-12 obverse from Coinoisseur.com:
