XF40 was my first thought although the obverse does not make that grade most likely due to strike.

No way this is an XF coin. Eyebrows are worn flat. Can't pass that off to a weak strike. There is no discernible luster tucked into the protected areas like the stars and legend. The dark coloring on the lower left reverse is troubling, too.

The dark toning on the lower left of the reverse is a shadow from the camera.
