the raised details have this bronzey yellow colour to them. What is this? Is this a silver plated fake?the weight is correct. Is this toning? Silver cancer? Will acetone get it off? please help.

Most likely a contemporary forgery. All George III silver denominations were widely faked at the time and are quite easy to find.

Yes, looks like a contemporary forgery to me. A fellow collector I know has a sixpence that's very similar. These forgeries are quite collectable in their own right.

Is it a bronze fake with a silver plate? Is that how they did them?
The weight is spot on though which made me hope maybe it was real.
Interesting piece of history nevertheless.

Impressions were taken of legitimate coins from which copies were made in copper to the correct size an weight, these were then silver dipped to pass off as the genuine article.
I have a couple of these contemporary forgery half crowns myself (images attached), one dated 1817, the other (like yours) dated 1819, though mine looks as if it has had something of a hard life. As you can see, all the silver has worn away from the 1817 coin but the 1819 specimen still retains a little of the original coating.
The 1819 forgery is the most common, 1818 is next, 1817 is scarce, 1820 is rare and, as far as I am aware, 1816 has never appeared so may not have been copied at the time.

Thanks for the info and pics Hogarth. At first I was a bit annoyed that I had a forgery, but now I've grown to respect it. Mine has still a lot of the trace silver plate on it which is pretty cool. Great food for thought thinking about these Regency swindlers knocking out fakes. I think I might like it more than a real half crown. I wonder why the 1819 is so common?
