I can't tell for sure from the photo if it is a repunched mint mark (RPM) or not. The doubling you see on the 8 is not caused from a doubled die, it is caused from a worn die ( Die Deterioration Doubling). This is a common occurrence and doesn't add anything to the value of the coin.
In other words, it's not a DDO and the appearance of a repunched mint mark may be due to the same Die Deterioration as the deformed 8. So, a better resolution photo would help to say if this is the case or not.
And to the family. See if you can get a better photo and post it again.
I agree it is nether a DDO or a RPM. It is Die Deterioration. Here is another example that is even stronger. Note the deterioration is towards the closest rim. Note on LIBERTY this will show on the other side because the closest rim is to the left. On the motto you may see this, but this will be on the tops of the devices. (also towards the closest rim)
