My first thought on this 2006 was an indention from another coin but there is no damage on the reverse that would indicated being pressed by another coin. Thoughts on this being displaced lamination or could this have been done when hit by the die?

This stuff is ruining me. For years, I've just pulled the obvious out of change - wheats, silvers, etc. Now, I swear, I want to take magnification to everything.

Looks like a rim burr from another coin struck into this coin. The rim on this coin looks normal, that is why I said it was from another coin.

Damage? The rim looks too right for a struck through. It seems to have formed properly before the indentation was made. I think I can also see the top part of the N in IN, so that would have to mean the coin was struck before the lettering was pushed downward.

Those devices on the die faded the rim burr in those areas. Thus you see the outline of those devices. Thus the rim burr was absorbed in that area.

If it was a rim burr, it appears that it was caused by a different denom coin, as the 'defect' is approx 3 x the width of the rim on a normal 1c coin, so wouldn't that rule out a rim burr.

Can US 1c coins have a rim that wide?

Hence, is it deliberate PMD, 'cos if it's from a different denom coin, that's the only explanation I can think of.

Being an Aussie, I'm sort of just thinking out loud here.
