No, not an error, PMD. Obverse looks like glue, from being mounted? Reverse appears to have some corrosion/corrosive material on the E of one. I also think I'm seeing a residual of a silver colored coating in the center. Most likely an attempt to make a fake 1943 steel cent if so.

w/ fioti, might be solder if dull silver colored, solder is lead. Same on rev due to wear?

It's hard to say with all of that gunk on it.
Try soaking it in 100% Acetone and see if it cleans up enough to get better images.

To me -- it looks like it was used to replace a fuse. People used to do that if they didn't have a fuse. The cent would get over-heated and the house would burn down.
