would this be considered a 1982- D small date?

Weight: 2.6 grams

Also, the letters seemed raised on the reverse in the word united

So I guess it is a small date 1982-D zinc... Correct?

Also, I read somewhere that this specific variety carries a premium if the reverse is a Doubled Die?

Yours is a small date Zinc cent.
It is not a doubled die.
All of the details should be raised, that's normal.
There has been only one example of this coin found in the 95% Copper alloy, that is something to look for!
The famous 1982 doubled die reverse appears on a no mint mark small date Zinc cent.
