Has anyone ever seen cartwheel luster on an xf-45 coin? I picked up a capped bust half awhile ago from heritage. When put under light it cartwheels like my MS coins. Especially on the obverse. Is it possible that what looks like rub on the hair is just the result of a poor strike?

Yes, this one is XF-45 too.  if a coin has never been cleaned, you should see mint luster all the way down to VF-35.

Mike , IMHO The rub you see is wear ,not a weak strike .

As mentioned, XF-45 coins will usually have luster traces left, mostly between letters, stars, and numbers around the rims. When you tilt the coin you will still see a cartwheel effect in those areas with remaining luster. The cartwheel "band of light" will be absent in the exposed fields and over the central devices where luster has been erased by wear.
Your 1813 half has nice eye appeal and attractive color. It looks like there is some rim damage above ME of AMERICA which might have caused a bit of net-grading by NGC.

Are those marks mint made on the rim by "AMERICA" ? Perhaps the coin was AU but netted down to XF due to the rim marks?

The rim damage is a common feature of the 0-108 variety. It happens at the mint so I'm not sure if that nets the grade down on these varieties.

It happens on coins which were very lightly dipped, too, just enough to remove toning but preserve the luster. Sometimes TPG's pick up on this and market grade down even though there is partial or even full luster. This 1921-D Morgan was cracked out of an ANACS XF 45 holder for my Dansco. It has really nice luster in hand for an "XF45" coin!
