Usually what you've described is a MAD, misaligned die, hit off center slightly, or at an angle...not completely flat onto the coin in the collar of the lower reverse die. This is common machining troubles, no value to them. Pix are a must here when you have questions, only 100% way to finger these out, or you can get answers from those like myself who are used to living with a foot in mouth!
