Unlike Morgan dollars, the Seated dollars were not stored in government bags for many years with a couple of exceptions (1859-O and 1860-O). They were put into circulation.
Advanced collectors like circulated Seated dollars that have gray to medium gray toning, but a lot of average collectors don't like that look. They prefer something that looks like the Mint State Morgan dollars, and that's where the trouble starts.
Many Seated dollars have cleaned and dipped to make them look shiny. Sometimes, as is the case with the pieces that started this string, the coins are cleaned and can't get a straight grade from the TPGs. Coin doctors then apply a layer of artificial toning to fix that. Those coins also often "flunk" when they are submitted for grading.
Unless you have a lot of money and can afford a high grade, Mint State Seated dollar, chances are you are not going to like a lot of the pieces that are offered. If you are on a strict budget, you might end up settling not selecting a coin you love, if you want it to have a straight TPG grade.
Some of the pieces that have artificial toning can look decent. I had one in my type set for years. Here it is. This piece flunked at the TPGs when I submitted it for grading.
When I was dealer I sold it to another dealer, with the explaination as to what it was. It would be a piece that would go very nicely into a Dansco 7070 type coin album.
