We need a clear closeup of that area, but its most likely due to a partially Grease Filled Die.

The raised ring around the rim indicates a worn die. This pushes inside material outward forming the ring and "twisting" the L back inward. No error there.

There is a doble rim 3/4 of the coin and I still see 3 I no L plus 8 on date look double the collar looks wider then regularthe beard looks double and the hair!!

That raised area voided out the horizontal on the 'L'.
