Lincoln's lips are slightly ajar, making it look like he's calling out in surprise. Zabdiel, I believe this is due to excessive die polishing (and this accounts for the neck too). As the fields are polished down, the depth of the incused portion of the die is reduced. I've seen it on some cents in the early to mid 1980s too.
