I don't think the rim bump would detail it, and I agree with VF 30.

I think that rim bump may be a planchet flaw.

I would have graded it VF-30. I may have went lower, but the majority of 1931-S Buffalo's weren't fully stuck; so I gave it the benefit of the doubt.
