I have a 1982 steel quarter with no lines on the rim of the coin. Do you think that someone was making counterfeit quarters?

 You most likely have a normal quarter with a copper core -- check the edge for the copper. People do weird stuff to coins and it is possible that someone just ground off the reeded rim.

 You need to post a photo. Is it Canadian or US, Canadian coins from that year are nickel and will attract to a magnet, If US it could be struck on a foreign planchet

I'm having trouble with the pictures. It is a US quarter (or fake) and I noticed that the branch under the eagle is slightly different from other quarters. The rim was definitely not ground down and a magnet does stick to it.

It is not a genuine quarter. The design is wrong, it is magnetic, and the edge is not reeded. I would think this falls more in line with play money than an intentional counterfeit. Considering that quarters are the #1 coin used in vending machines, steel would be a poor choice since anything magnetic would be rejected.

Definitely "play money", interesting it has no copy stamp, imagine of foreign manufacture...mintmark oversized too, can't even check for an RPM, darn!
