Hi. I'm Cassandra-a newbie!

I have a 1988 penny that's kinda strange (to me at least). It has a greyish colored, raised material that looks (sort of) like a partial impression of Jefferson. Does anyone know what it could be?

I moved your post to the appropriate section for the proper attention.

Since its above the coin's surface, looks like glue or silicone.

Actually, it's a reverse image of Lincoln.

Two pennies were stuck together with whatever that gunk is and the impression was left after separating them.

I've soaked in water and tried to get it off but it's stuck on there, whatever it is.
I hope I'm not the only "glue on a penny" inquiry you've received.
Thanks!

to the family!

Nope not first and won't be the last, seems a very common "gotcha" for beginners!

A soak in acetone will help clean coins without damaging them, good for removing tape goo etc. Pure acetone, not nail polish remover.
