this is a PCGS graded penny what grade would you put on it. they only graded it as UNC details. On the reverse it states genuine not gradable.

It looks like a high grade but cleaned or enviro damage but looks ms63 or higher its hard to tell

Impossible to tell from the picture.

Looks like it could be as high as an ms65 brown, or an ms65 red, or it could be a whizzed unc coin, or environmental damage.

There, I think I covered it.

they do bring the color in to question

I would have given it a 64 R and B..but for the spots or pebbly like effect in the obv fields.

What might cause that look..?

Looks ms64 to me, but the details grade kills the retail on it, looks like someone might have tried to clean it off, or left the coin where there was moisture in the container causing the spottiness

damage,etc. Very unfortunate that this coin has been played with. What is the two digit number preceding the PCGS
certification number?

Looks like a coin that has some corrosion on it and someone attempted to restore it.

I have a MS64 and I have compared the two of them and it looks like it has very fine brush strokes on the legends. It think it has been cleaned.

I am referring to the number 91. From the PCGS website #91 "Copper coins are sometimes stripped of their color
to simulate their original,red appearance. In most cases,these treatments result in unnatural colors which the
experts at PCGS will reject."
