I found this Nickel that has an off struck front cutting off part of the date, is it enough of an error to be worth more than face value?

It is a misaligned die, I don't think it's an off center strike. It is more than minor. The wear on that coin takes away from it but I wouldn't stick it in a parking meter. Keep it, I probably would.
I don't think it is worth very much more than a buck or two but I could be wrong.

Since the obverse is struck off center and not extensively, then this is referred to as a misaligned die (MAD). Unfortunately this error doesn't add much if any premium to the coin, but it is a good piece to hold onto as an example.

Yes, an off center coin would be showing something like this on both sides. The blank planchet would be "off center" when struck. In this case it is the die that struck it that is not aligned with the reverse die.

In general, your example is worth more than face because the misalignment affects the devices on the right (cutting them off). It wouldn't be much more, though, because it's not severe and the coin is circulated. I'd hold on to it.

It is called a MAD and off enough to keep. No big value but still 2x2 worthy.
