Hello, Thank you for taking the time to read my post I recently sent by USPS 2x uncirculated Shield Penny Bank rolls unknown dates (shield ends) When the package arrived it was in a plastic bag with a sticker stating the package had been Damaged one side of the box was open and the rolls were Missing. I'm filing a claim online and they want proof of value I wasn't receiving cash for them so there is no sales receipt with a dollar amount. The form just says I need proof of value from a reputable source If anyone could please help me I would greatly appreciate it Thank you, Angela W

Is this a small priority box? IF so, they come w/50. insurance, but I believe you have to detail what's in it first.

Yes it was and I have detailed what was inside Now they want a picture, document or Statement showing the proof of value

From the USPS - rolls were missing? I'm amazed. Just kidding - I had a few packages arrive to the seller with nothing in them and had to refund the buyer although it was obvious a postal worker did the damage and pocketing the coins. Did you insure the rolls? If not forget about the USPS giving you any kind of refund - after all they are a Federal institution!! If you did insure them you will probably just get face value after months of waiting.

AngieEllen, Ya that is though, been there on both ends, was a rural carrier for years. Learn from this, I bet you sent them in either a bubble wrap mailer or a small flat-rate priority mal box($7.15)? On the box, make sure you use packing tape(preferably strapping tape) to cover BOTH ends, these aren't sealed at all. On the paper mailer, use 2 pieces of cardboard to "sleeve" your rolls...I tape all 4 edges. This "disguises what's in there.
As to getting back what you lost, face value of shield cents is $1 for those rolls. You lost more in the postage fee. I'd just blow this one off, more hassle than what you'll recoup even once you "prove it! Sorry there, kiddo, this one is a live and learn I think.

Angie, go to ebay. Look for sales of 2017 P shield cents. Pull the earliest sold listing you can find from this year. There's your proof of value, and given those nutso prices earlier on, you might make back the cost of postage. I actually had something similar happen to me in college. I received a fish, shipped via overnight mail, and it arrived dead. Fish was free, but I did have to pay for shipping. I found the price quote for the fish and ended up a dollar or two on the whole thing.

Yes, go to ebay completed auctions and print out a couple of recent sales. That would be what you would need for proof of value.

ebay sold listings should help with "proof of value" for your items. Just attach copies of sold listings with your claim. Now for the bad part: You can pretty much count on USPS to deny your claim at least two times. Fortunately, you can appeal the denials and submit evidence in your favor. Sometimes you have to point out what they are overlooking that explains your value justifications. Be very aware of time constraints when filing your appeals. You have to be persistent and you will eventually get your claim reviewed by a real person at USPS HQ in Washington. Good luck!

She said she doesn't know what the date were. Basically generic unc rolls of shield cents are worth maybe a dollar a roll. Using an ebay sale of a specific date as a value for an unknown date is at best unethical, and at worst if they are ever located and they are a different date, possibly mail fraud.

These are rolls of current coins, right? Value is 50c/roll.

Why were you mailing them? If someone purchased them a bill of sale should be proof. Domestic Mail Manual section 609 Filing Indemnity Claims for Loss or Damage Section 3.0 3.0 Providing Evidence of Insurance and Value 3.2 Proof of Value Either the mailer or the addressee must submit acceptable proof to establish the cost or value of the article at the time it was mailed. Proof of value should be submitted electronically or attached to the claim form under 1.5; otherwise, the claim cannot be processed. Other proof may be requested to help determine an accurate value. Examples are:
a. A sales receipt, paid invoice or bill of sale, or statement of value from a reputable dealer.

g. For stamps and coins of philatelic or numismatic value; the fair market value is determined by a recognized stamp or coin dealer or current coin and stamp collectors' newsletters and trade papers. The date of the fair market value determination must be current and prior to the mailing date

The problem is you do not know the dates of the coins in the rolls. Without that you are wasting something more valuable than two rolls of cents that are probably worth only 50 cents each --- YOUR TIME!

Sorry my internet has been down since a big wind storm knocked our cable out. Thank you for everyone the responded. I sold the rolls on Listia. It's a points based auctions so no cash value. I already refunded the points to the guy and think I am going to take it as a loss.
