what would cause this on the rim of this quarter it almost looks like a double die or is it rim Cud? Is it something common it is a 2001 New York quarter? Also I see nothing on the front it's only on the back of the coin!

I don't think it's a doubled die or a Cud.

It might be some kind of collar error. See here: http://www.error-ref.com/?s=collar+error

You'll have to check the edge of the coin to see.....

I'm no expert but I looked at the edges on the coin and there are no marks on the very edge it's just this 1 side with what looks like a crack in the metal planchet and then those little bumpy dots you see. I looked through that reference but didn't see any example of this to compare to.

Looks like a collar clash on the edge of the die.

The edge of the die hits the collar reeds and leaves a mark on the die, then that shows on the struck coins on the rim area.

There are a lot of possible clicks in the reference. I bet it's there somewhere. I'm out of my realm here, but it looks to me some kind of collar issue. I have though, seen it often enough to know that it doesn't add any particular interest or value to your coin. I think you could probably spend your time wiser looking for a different error. Of course, that's just my opinion. I guess it's really just a matter of what's important to you.
EDIT: I got called away while writing this, I see Coop came in while I was gone.
