Weights for comparison; no exact match, but similarities:

Unknown-Square-Coin-Or-Token

TUDOR. Edward VI. 1547-1553. Æ Sovereign Coin Weight (5.25 g, 12h). For use in Antwerp. Dated [15]99. Crowned bust right; E to left, rose to right / Right hand raised; 9 9 across upper field, C P across lower field; all within wreath. Houben p. 14, F4; Dieudonne pl. VII, 21. Good VF, exceptional green patina.
This coin weight was made in 1599 for use at Antwerp to measure the weight of gold sovereigns of Edward VI.

The weight is 14.56mm long, 12.92mm wide, 0.96mm thick and weighs 0.90g or 13.9 grains. The maker's initials are worn, but are possibly BB for Bernaert Bommaerts, 1610-1650.See Withers, 1985, Lions, ships and angels, page 60.

CrazybO. I found a website with several thousand pictures of coin weights and so far I have looked at about a thousand of them. It seems that the hand on the back may have been used regularly on weights made in Antwerp Belgium or that region. I have not found a pic of the one that I have,but have found some that are sort of similar. When I get time I will sift through the remaining 4,500 pictures of coin weights

The shield with 3 Lys flowers says "I´m french", but the other shield is from the kingdom of Navarra (the chains remembers the chains that tied the body guard detachment of the moor king at the battle of "Navas de Tolosa".
That chains assured that no one could flee so they were going to fiht till death. that was what happened when the chains were broken by chevaliers from Navarra.
The Navarra kingdom was closely to france kings so I think that is an "exagium" or exact coin weight for use with french coins
