Star notes are issued by the BEP to replace notes damaged during the printing process. Instead of a letter at the end of the serial number there will be a star.

Depends on the condition. People say that they are quiet rare but I dont know, I come across one every other day or so. Get at leaast 3 a week. I will probably auction/sell/trade them off on this site soon. Keep the first ones you find though. I'm just selling mine b/c I have so many. hah

Newer ones will not increase the value as much as older ones. EDIT: Here's a fine example of mine in which the addition of a star has a large impact on the value. The ones pictured above don't increase in value as much.

Its cool how the star in this note and probably other old notes is before the serial number and not after. Is there a particular reason for this?

Take those two pictures above (the $5 and the $20). Both have seperate beginning letters (EE and CL) but the black seal is the same. If the star were covering up the first letters it would be impossible to figure out which came from where. However on the $2 bill (and all older bills), they don't use the letter to specify the district so it was ok to put the star there.

Here are some pictures of some star notes in my gallery    Edit: I just noticed the last $20 bill and one of the $1 dollar bill isn't a star note, the one has a weird serial number and the 20 dollar bill is just a older bill I found in circulation

It's not that people "say" they are quite rare. Rather, there are records of the numbers of star notes printed from each of the federal reserve banks. Sometimes they make up much less than one percent of the total printing. They aren't "rare" in the same way a 1955 DD/O is rare or 1916-D dime, and that's why they only carry a modest premium when they are newer issues and in pristine condition.
