I'm at a loss because isn't this supposed to be .9999 silver? I would say a woody but the purity excludes that possibility.

Is it toning? Or is something on the coin? The color just doesn't look right on it. It looks similar in color to some of the Colored versions of these. Like maybe an accident during the coloring process? It could be just the OPs lighting though.

I thought it may have been some type of tonight as well. But the rest of the coins in this set dont have this toning on it. Coin came directly from the proof set and the color matches the gold plating on the flag. Can it be some of the gold plating that rubbed off on the silver?

The more I think of it, the more I'm confident that this is the gold plated coloring that somehow got on the actual coin, making this an error coin. Can anyone validate if this is a possibility?

Hmmm. I'm not familiar with the coin and wasn't looking at the selectively-plated version.
I suppose that it could be a plating error but, I'm no expert.

I have seen this on many silver proof coins from those sets. Pretty sure it is normal toning.

I've seen this streaky looking pattern on lots of metals that have been washed improperly.

It's toning. Modern RCM coins are very susceptible to it when exposed to UV or other elements. This one happens to be purple.  And another,

You did not say how much you paid for the set but I doubt the seller would have sold you a rarity without a huge premium. If it was an error coin the seller would want a lot for it. I think it is toning.
