It was on the edge for a couple of years, until Congress moved it to the obverse through legislation (the same process by which the motto was on the edge in the initial specifications).
The only Presidential dollar I have is a 2007 Washington missing the edge lettering, solely for this reason. I find these coins ugly, and whenever I have a choice between "motto" and "no motto" as I'm building my type collection, I go with "no motto".
