I'm not sure from your pix, the I C looks like Die Deterioration to the west, top of I appears to be start of a break. What year and mint. Compare to known referenced DDOs for that year. Notching is usually quite visible across all letters within the same area, doesn't pick and chose.

I doubt it's DDO. Looks like it was struck through some gunk though, look at all that stuff under the N.

I don't see it as a DDR.
I do see what appears to be small die damage.

Sometimes class 2 doubled die will wear because the outside edge of the devices wear off the die first. It it was one of these, then you would look to see what the EPU looks like. I've found this to be the case on a few 1961-D cent reverses I looked at a few years back. But of the EPU looks normal, chances are it was a normal coin.
