Arkie, yes looks like a hajj token to me (yasin 5 based on the rev). Most likely from Indonesia:

You're right, it's a South East Asian Hajj token, possibly from Malaysia.
It has an image of a pilgrim on the obverse, and the names of the first four Islamic Caliphs around the edges on the obverse, surrounding 5 repetitions of the word "Ya Sin". This one is a "5 Yasin" tokens, there are also 3 ones.
