See the ink line to the left of the F in five? Not supposed to be there...is this a rare bill? Cant seem to find any examples..

I do not believe the mark was applied at the BEP.

Well I looked real closely and the ink mark is the same blackish ink that is on the bill and its perfect.

Looks like a partial teller stamp.
