The obverse devices all look normal in size. The reverse a closer show of the EPU to see if it is a DDR. The first thing to look for are the egg shaped dots.

I think it could be doubled die on the reverse

Just about all of the doubled die reverse listing in this coin have very noticeable/long die cracks/gouges .. I'm not seeing any of those on your coin.. what is it that you are seeing on the reverse that has you thinking this is a doubled die? I do see that you have a surface issue with this coin.. either some lamination peeling/defect or a replated coin..
