I think it's more like worn die doubling than MD.

To me it is classic machine damage. Note the direction. Die wear is on the outside edges of devices. This is on the inside edges of the devices. Note the last 'A' on AMERICA. You can see where the MD made marks on both sides the inner part of the 'A'. Another clue for MD. It can be on one or both sides of a device. There are not hard set rules for them. It is all about how much the dies move during the strike.
