I bought this Morgan on ebay and I just received it. At a closer look it seem like it has little rust chips out of the original finish. Did I buy a fake?

Looks authentic to me. The spots could be corrosion spots, alloy inclusions, or surface contaminant like glue or paint.
You could check the weight if the holder can be opened. The coin looks BU and should weigh very close to Morgan dollar specified weight of 26.73 grams.

Did you check the seller's feedback prior to purchasing this coin to see if they were a reputable seller?

Is that an NGC slab? What's the grade?

It looks genuine to me but, I'm not an expert in counterfeits.

I don't see anything to indicate that it's fake. Super nice luster Morgan.
