Fine -15 is my grade, but I imagine that PCGS graded it VF-20. The reverse looks to be a lot weaker, but that must be a reflection of die state issues. I don't know Carson City coins well, but I imagine that they used a die from a prior year.

I really can't see this going much higher than a F-12. No problems of any kind and doesn't look cleaned, either.

I'd buy it at an F15 price, no idea what the result of the TPG's ten second glance was. +1 for the Gerry Fortin link from Meadowview!

F12 with a much better obverse. The reverse looks VG to me.

Thanks everyone for your feedback. You pretty much confirmed what I was thinking on this coin and the grade. This is a situation where I bought the coin and not the holder. PCGS graded this coin VG-10. I researched this date a lot and saw F-VF examples that looked much worse than this one.

I learned that '78-CC dimes used heavily polished reverse dies from '77. The reverses are frequently seen with this type of strike and weakness yet it has strong rim and denticles. I'm hoping PCGS just missed this. I'm expecting to get this coin early next week and will post about my impressions with it in hand.
