It looks like it was struck partially out of the collar. The devices around the rim on the obverse are weak. Please let me know how the pics are oriented. If they are rotated let me know which direction please. Thank you.

In my opinion it is neither, it is the result of slightly misaligned dies.

A partial collar/broadstrike, by definition, must be missing at least some of the reeding since the collar("third die") applies the reeding to the coin during striking.

I see finning of the rim, collar clash, and a " Struck Through Grease" error.
Error coin writer and researcher.

Thanks biokemist and Mikediamond I wasn't sure if the devices were Struck Through Grease or from the collar clash . Thank you for clearing that up.
