I found this penny with a very small disfigured D , I put it next to this other hilarious penny for comparison of the 2 sizes. Any input will help ! Thank you!

Those are typical Zinc rot on your coin. And yes  to CCF.

 to CCF. The 2001-D has zinc rot and the 1981-D looks like it has a damaged mint mark. The mint mark on the 1981-D is normal in size for that year. John1

 It is pretty well circulated, so I say it would be anyone's guess as to whether it was filled by circulator or if it is a die chip.

 The 1981D looks a bit disfigured from some kind of contact. The fill may have been present from a broken center post on the die but, contact after strike can also alter the device. Note when comparing devices size and appearance using two coins. Its best to do with two of the same year and mint. Die designs have changed many times through the years. Thanks, Doug.
