This is not my area of expertise but, possibly Indian?

The seven-headed serpent is associated with several different cultures/mythologies.

The writing in the first pic really needs to be recognized or translated.

With that magic square, this sure looks like a temple token or ramatanka. I haven't seen one with the seven headed serpent before, but you may have luck here:
