I am curious about others collecting mindset. I am working on several different projects for paper money to include:
1 from every state collection of national notes a couple of complex block sets of small silver certificates a signature collection for 1917 $1 legal tender a signature collection for 1923 $1 silver certificate a silver certificate type set
That being said, I often get side tracked with a note that catches my eye. Or I am reading a thread on here or a section in one of my research books and get excited about something else. So although my focus tends to be on one of my projects above, it is also at times very scattered.
I would assume that description is where most of us fall, but perhaps I am wrong in my thinking.

Type sets are great. I buy what I think is pretty or interesting (and can afford to divert funds on).
VF-30 is the magic grade where a note looks very nice yet the price does not break the bank.

Although it's currently back burner my currency collection is $1 small size bills. Why? Because one of these years the US Gov't will do away with the $1 bill and shift to the $1 coin. When that happens I anticipate a jump in catalog value.
I started with 1928 and as far as Silver Certificates go I want one of each series. That includes the experiment issues. BUT I'm not doing star bills -- at least no so far.
As for the FRN's, from EACH series I want one from EACH Federal Reserve AND EACH block in each Federal Reserve. But again star notes are excluded.
Obviously that's a large collection. Not surprisingly I'm missing some of the hard-to-get early experimentals. And as I recall I'm as far as 1983, all Federal Reserves but lots of holes in the blocks.

Back burner project for US currency, foreign to. Shotgunned when first started and have wound up all over the board. Am recently considering dumping foreign, not highly interested and not rich enough to develop. Similar to US, but will hold on to smattering I have. Started to develop a $2 type set, will probably continue, have a lot of 1928 blocks...? Other than SC $1, can't afford to "invest" in higher demons.

I mainly collect large size and Virginia nationals. I've tried to get everyone denomination of every type of large size that I can afford and I don't really worry about the grade. As for nationals, I look for hard to find towns that are seldom offered at auction/public sale -- This has proven to be very challenging.

I'm kind of all over the place - in large notes, I like high-grade type and also have nearly finished the Black Eagle $1s in 65PQ. In small notes, I have nearly completed the 1928 $100 FRNs in 65PQ (probably will never get the last one) and the 1929 $50 FRBNs in 65 PQ. Also collect all small denominations by type/series in high grade up to around 1955, and scarce and rare stars of any size. I love paper money, but I admit to thinking very carefully about appreciation potential before I buy.

With US notes, I save any different dates and signatures of dollar and two-dollar bills that I get - my oldest $1 is dated 1974, apart from a tatty silver certificate I bought for £1 or so in England. I also have one example each of small portrait, monochrome large portrait and coloured large portrait $5, $10 and $20 bills. I don't really intend to save any more unless there are new designs. I would probably buy an older US note if I saw one being offered cheaply by a dealer in England.
Generally, I try to save as near as possible to an Uncirculated specimen of the lowest face value note from every country I visit. If the country has several low face value notes in circulation, I usually save one of each up to a face value of about £5.
