So I bought 20 rolls of wheat pennies from my brother and I was going through them inventorying what I got, and I came across this penny. Someone on another forum suggests it was a "!" that was struck with something causing it to move. What do you guys think?

Yea, took a hit, called PMD, Post Mint Damage. The 1 was hit and displaced the material. Not an error, just damaged has no special value. You'll see a lot of this on older, circulated coins.

Yes, probably a hit in circulation or could be the fingers from a rolling and crimping machine may have hit and moved it also.

There are in reality 1941 slanted 1's caused by the mint .
I believe this is one of them with a hit to the bottom of the 1 .
