Could possibly be silver plated. Have you weighed it?

 If I were you, I'd call around to jewelers or coin dealers, and see if they have an XRF (?) scanner, which tells metal composition. If actually is silver, off to NGC or PCGS for grading and authentication. I guess it would be possible that San Francisco mint sent some silver planchets to Denver, or one happened to get mixed in, or whoever supplies Denver accidentally sent a silver planchet. But, if I really had to guess, I'd say the copper is in there. Be sure to post follow ups on this, could be interesting!

I will say, I've seen silver plated quarters that look just like that for a dollar or so at coin conventions before.

 It is most likely plated (and from the looks, professionally done). The weight will give you an answer.

 to CCF. It is most likely plated with silver or platinum. You would need a really good scale to get an accurate weight.The scale needs to read to 0.001 or better and those scales are not cheap. If you can have someone XRF it for free go that route. I am 95 % sure it is plated. John1

Thousands upon thousands of these were silver or platinum plated and sold on tv, in magazines, and mail offerings.

Thank you for all your help! I will try and see if a coin shop around San Diego has that XRF Scan(ner). I will also try weighing it and see what the scale says... I will keep you all posted.
I just did a search for a silver plated 2000 NH quarter and nothing came up... I will be headed to the coin shop later this week.

XRF results on plated coins can be inconclusive, although if it shows a significant nickel content that would be fairly conclusive.

Probably one of the plated quarters they sell on HSN on TV. They plated them with fold and a silver color metal. (Note sure what it was now) but it removes it from being a collectable. If you would make a mark on the reed area, you can see the copper color under the plating.  They did this on the US States series.
