Great example of a very worn die. See the extra ring around the rim? That's metal flow. When dies wear, the surface metal on the die moves outward, the letter will stretch like on ONE CENT until they touch the rim. On harder metals (nickels) you'll see lines, like spokes radiating from center, called flow lines.

Has a lot of heavy die polish scratches too.

I think the lighting is just off and the die was starting to wear out, VLDS and these 80s coins are known for the weird halo effect. Sorry, but no error.
